Initial Workspace Timestep (DateTime) / Added to DtSpin Global Drop-Down Menu

The Initial Workspace Appearance dialog now includes an "Inital Workpace 
Timestep" checkable box containing a Symbolic DateTime setting.

The check state (enabled/disabled) and the Symbolic DateTime formula persist 
in the model file.  If enabled, this Symbolic Time is used in these two ways:

  (1) When the model is loaded, a Global Time Scroll to the Symbolic DateTime 
      value is effected.  Navigation DateTime Spinners in RiverWare dialogs 
      (e.g. the Object Viewer) are initialized to the most recent Global 
      Time Scrolled DateTime. 

  (2) The "Global" drop down menu shown with Time-Navigation DateTime 
      Spinners includes the Symbolic DateTime value.

Note that if the Symbolic DateTime expression results in a DateTime not 
falling on the run controllers timestep size, a DateTIme value rounded to 
that timestep size is used.  (This circumstance is illustrated in the two 
accompanying screenshots).
