SCT Edit Cell Navigation: Don't navigate to next slot when when reaching last timestep.

TVA has requested that, when entering values in a sequence of cells, stop 
at the last SCT timestep.  That is, DON'T navigate to the NEXT SERIES SLOT. 

That policy had, actually, already been implemented for the horizontal time 
SCT views (where slots are SCT rows), three years ago (in July 2014).
