For Release Nums: 7.1

User defined axis units is working (with the new unit-type-based assignment 
of slots to axis).

We may want to move the Format combo box back out from the "Custom Settings" 
groupings, as it doesn't participate in the "Determined by Plotted Slots" vs. 
"Use Custom Settings" choice.  (It is an independent setting).  In this 
commit, it is in with the Custom Settings, but isn't disabled when the other 
mode is selected. See ...
