For Release Nums: 7.1

(1) Fix to some serialization problems.  Some XML provisions for new 
    rwSetting value types were missing.

(2) Application-specific tooltip on the new "Single Text Line with Reset" 
    default button.  For the new RPL Statement Label setting, this is now: 
    "Set to Rule and Statement Name".

(3) Rearrangement of RPL Statement model item type settings, and other 
    minor adjustments.
