SCT: Added "Open Slot Description" to slot-related context menus

As part of a BOR Truckee task to Show Slot Descriptions in the SCT, 
slot-related context menus in most places within the SCT now include 
some form of the following operations. (Some support multiple-slot 
selections):

  (1) Open Slot...
  (2) Open Slot Description...
  (3) Copy Slot

The "Open Slot Description..." operation shows the slot's Open Slot 
Dialog with the description panel shown.

Existing context menus in the following components were augmented with 
these operations:

 (1) SCT Series Data Table (Series Slots) -- Horizontal Time Axis 
       Orientation -- Row Header Table
 (2) SCT Edit Series Slot List Tab
 (3) SCT Scalar Slots Tab (including 1x1 Table Slots)
 (4) SCT "Other Slots" Tab (Table, Periodic and List Slots)

Additionally, a new context menu was added to the horizontal (column) 
header (QHeaderView) of the SCT Series Data Table for the Vertical Time 
Axis Orientation.
