If the particular "candidate" slots are non-Multislots and are linked to SOME OTHER slot, e.g. on some other object, the user is prevented from creating links with those slots. This might happen (depending on certain implementation decisions), when the two objects are presented in the "unintended" order (e.g. before or after swapping the two objects), for example, in a groundwater scenario like this (and see the blue link icons in the dialog mockup below):
