Fixed performance bug.

Skip updating in response to "SCENARIO_LOCAL_SLOT_CHANGED" callback 
while the following Scenario Slot operations are in progress:

  (1) Clear Slot
  (2) Scale Slot
  (3) Fill with Baseline Values

Note: The Qt3 implementation of the Slot List is still in this
code.  That's coming out next.

Qt4 Port: Scenario Manager Dialog Slot List: Removal of Qt3 List.

For Release Nums: 6.3

As part of this final step in the Qt3 to Qt4 port, main menu 
operations which had operated on the single selected slot item
in the old Qt3 list were recoded to use the mutliple slot items
in the new Qt4 list.

Also added "Paste Slots" Configure menu operation so that Series
Slots having Inputs (copied from the "Find Inputs" dialog) could
be pasted into the Scenario slot list.
