Unit Scheme Support for Unit Scales

We are choosing to support only scales of non-negative integral powers of 10 for configurations provided by Unit Schemes.

Fractional scales, or fully unconstrained (double precision float) scale factors can still be supported in "Local" (legacy) slot configurations.

Below is an example of a fractional scale used on "Power Coefficient" slots in a TVA optimization model.

It wouldn't be a big deal to use instead KWH/cfs-day. But the current units file (distributed with RiverWare) contains only these units for the "PowerPerFlow" unit type:

• MW/cms
• MW/cfs
• MWH/m3
• MWH/cms-day
• MWH/cfs-day
• KWH/acre-ft
• KWH/acre-foot
