RiverWare 6.1 -- SCT: Set Aggregation Summary Functions

Status:  A functionally complete implementation of the "Set SCT Aggregation Summary Functions" dialog is checked in to the RiverWare 6.1 development build. This includes persistence in the SCT Config for subsequent automatic application to newly added Slots.
