Redesign without a Global Custom Time Range -- 3-15-2011

The plot dialog supports two new toolbar icon buttons. These new operations are also in the Graph menu. They are enabled only when the bottom axis represents time.

• Scale to Run Period
• Scale to specified time-range. This brings up a small modal dialog to set the beinning and end timesteps. The Date/Time spinners are initialized from the current display range within the selected plot.
