RiverWare 5.1 Workspace: Policy Toolbar Button / RPL Chooser Dialog

			This icon is tentatively for a new Workspace Toolbar button for "Policy" (or "RPL Set Chooser" or "Policy Set Chooser") to show a new dialog (yet to be designed) presenting a more convenient interface for the Workspace Policy menu (which is now becoming even more complicated with the addition of support for Global Function Sets).
