Accounting Gain Loss Method Changes

In the Reservoir Account Gain Loss category, the Abiquiu, Cochiti and Jemez
Gain Loss method computations were improved to allow an E flag set on one
of the transfers into or out of the Rio Grande water type accounts.  Now the
methods use an iterative solution to converge on the Rio Grande Gain Loss.
