Use Accounting Controller in MRM Run Parameters

When Accounting is enabled, a new "Use Accounting Controller" toggle is
shown in the MRM configuration for Concurrent mode. This toggle allows you
to decide if the multiple runs should use the accounting version of the
controller or the non-accounting version. By default, the box is checked to
replicate previous behavior. De-select the option if you have accounting
enabled, but do not want to use an accounting controller for the multiple
runs.

Issues
----------------------
Issue 6733 was addressed. On the run control, there is an option to pause
before a specified timestep and run cycle, when in use.  In this bug, the
Run Cycle controls were not shown for the "Inline Rulebased Simulation and
Accounting" controller. Now the controls are shown, when applicable, for
all rulebased simulation controllers.
