Diversion Power Efficiency Curve Error Checking
----------------------
Within the power reservoir method "Diversion Power Efficiency Curve," the
error checking was loosened to prevent incorrect error messages when
checking maximum Diversion Turbine Flow.

Issues
----------------------
The following issues were addressed:
6573: The SCT could crash when a key was typed after the SCT was initially
      opened.
6575: The "Synchronize Slots" script action settings "Allow Start Date
      Editing" and "Allow End Date Editing" were saved incorrectly in the
      model file. Those settings did not persist and a warning was issued
      when the model was loaded.
6577/6580: A crash could occur when reloading an accounting model or 
      scrolling in the accounting view.
6579: Within RiverWISE, a crash could occur when creating a scenario.
6581: A crash could occur when clearing an Initialization Rules Set.
6582: A DMI that previously succeeded, failed due to a datetime computation.
