Statistical table slot: new "Monthly Medians By Year" function
----------------------
A new function was added to the Statistical Table Slot to compute Monthly
Medians by Year. For each year, the slot computes the monthly median and
the yearly median. Min, max, and average statistics are also reported on
the monthly medians.

Issues
----------------------
The following issues were addressed:

6043: Optimization diagnostics were printed even when diagnostics were not
      enabled.
6121/6279: In an SCT with time as columns, switching between Series Slot
      tabs lost the selected time range.
6169: Time scroll in the slot viewer did not always work.
6190: In RiverWISE, some Input Data Sets were not displayed correctly when
      sorting by column.
6253: The RPL Set and Model Comparison Tools did not notice font changes.
6260: The Open to Context item in the Diagnostics Output was not working
      when validating a rule.
6267/6280: An incorrect warning message was issues for Script Global Time
      Scroll actions when loading a model.
6270: The RPL predefined function GetMaxReleaseGivenInflow did not work
      with the Monthly Spill method.
6271: The slot configuration setting "Values are Integers" did not persist
      for a table or series slot.
6273: A crash could occur when changing an object name.
6275: A crash could occur executing an optimization run with a model that
      was not fully configured.
6276: An crash could occur in optimization due to the Power Curvature
      Tolerance slot not being instantiated.
6277: An error message was using deprecated terminology.
6281: On the Thermal object, the aggregate series slots Thermal Hydro Block
      Costs and Hydro Block Use always expanded to 100 columns.
