Reach Well Mixed Salinity
----------------------
On the Reach water quality methods, a new slot, Reach Diversion Salt
Concentration Maximum, was added to the Mass Balance Salinity method. When
not specified, the Diversion Salt Concentration is now computed to be the
minimum of the Inflow Salt Concentration and the Diversion Salt
Concentration Maximum.

License Server Manager
----------------------
When RiverWare is using a floating license, it now attempts to communicate
with the license server at a fixed interval. If it's unable to do so, it
assumes the license has been lost and will attempt to reacquire the
license. If it is unable to reacquire the license, it exits.

Bugs
----------------------
The following bugs were addressed:
6173/6174: In Optimization, if there are no preferred optimization units,
      an error message is now issued at the start of each run. 
6175: An inaccurate optimization error message was corrected. 
6176/6177: Within RPL, the rename utility was not working for function
      arguments and the MAPLIST operation.
6180: A crash could occur after unloading RPL sets with a script while
      paused in RPL Debugger.
6181: Within RPL, datetime math with two partial datetimes is not
      permitted. Now an appropriate error message is issued. 
6186: On the Slope Power Reservoir, a crash could occur due to a missing
      slot.
6194: On the Distribution Canal, a crash could occur when water quality
      methods were selected.
