Water Rights Solver Performance Improvements
----------------------
Run time performance was improved for models using the water rights solver
and "Allow Negative Flows" on passthrough accounts. In the test 100 year
daily timestep model, the run time decreased by 57%.

Optimization
----------------------
Support was added for optimization variables within WITH expressions.

Bugs
----------------------
The following issues were addressed:
- 6068: RDF output from MRM was not correctly identifying agg series slots.
- 6073: A crash could occur when deleting a Policy Group which had two
        rules open in the RPL Viewer.
- 6076: A RPL function allowed parentheses in an argument name leading to
        save and load issues.
- 6078: RiverWISE: Editing a scalar value was not working as desired.
- 6082: Minimizing the RPL Viewer closed the window. Now, the dialog is
        correctly minimized.
