Water User Performance Improvement

The run time performance of the Water User's "SW GW Impulse Response" return flow routing method was improved. In one test model, the run time was reduced by 27%.

Bugs
------------------------------
The following issues were addressed:

5765: Within MRM and DMIs, control files with long lines were not read
      correctly.
5776: Replacing an Initialization Ruleset from a file could cause a crash.
5777: The "Save Model" Script action was not correctly recognizing the Save
      Outputs and Save with Extended Precision settings.
