RiverWare Output Canvas: Teacup and Flow Animations

The RiverWare "Output Canvas" is a new output device which can be used to illustrate water storage levels and water flows over a period of time. The initial implementation will support the following graphical elements, including two animated components:
Change from dialog-based GUI design to "property editor" (property/value treeview) based GUI design.
This version of the Functional Design document specifies a dialog-based design for Output Canvas and graphical item configuration. We will be changing over to a "property editor" (property / value treeview) based approach (similar to the RiverWare model report configuration).
